Minutes of PNA BoD 1/10/02

3. Financial $3021.76 Explorer 8 unique visitors per day in Dec. Invitations to pro & con side of SMRPH & VERITAS to submit essays on positions to PNA site. Site used heavily to get word out on Virginia Park public meetings. Icon on Gazette giving us up to 20% of our visitors. Don will take care of web fees.
4. PNA beautification program: No report. Cleo was to get started.
5. VAP design: Speakers at Plan Com hearing: Rik, Don, Cece, Clyde & Peter. City Council Hearing: 1/22/02. Peter's PNA approach will be: Rehab bldgs 1st, approve plan, then can negotiate other parts that people have criticized. Check web site and email for updates.
6. a) Council reviewing priorities in Mid-Year review. PNA should repeat our priorities:
1. A significant increase of police presence in the Pico neighborhood
2. An expanded graffiti abatement program. This should include a larger crew with more sophisticated tools and techniques for clean up. This should include more sophisticated deterrents.
3. Street improvements that address traffic control and sidewalk beautification for many of our streets, most urgently for 20th Street, Cloverfield Blvd., and 11th Street.
4. Funds for ownership and senior housing. We call for a new direction and emphasis in assisted housing. We need development of new programs to assist renters in becoming owners of their apartments. We need opportunities for seniors and elderly.
b) discussion: Non-separation in collection of yard waste & trash unlike other neighborhoods due to concentration factors. City to go single stream in near future. As per Joe Delany in SM Sanitation Dept.
Other: emergency response time and planned street improvement questions have gone unanswered. m/s/p LaVerne/Cece Yes. 8 Write letter of inquiry.

8. Target date for PNA Annual Assembly is April. Theme possibilities are: Environment or Political Future

minutes PNA BoD meeting 2/14/02
Present: Rosalina C, Ric R, Matt M, Joe W, Peter T, Cece B,

Quorum achieved @ 7:37. Discussion items taken first prior to quorum.
# 3 Financial: Bal. $3,007.09 , monthly fees reduced from $10-15 to $6.00. 1 new member.
Matt M helped with 990EZ form /501c3 non-profit reporting. Website: Jan. 220 hits, 170 uniques for a 21 day period.
#4 Cleo, beautification gardener, has signed permission for 5 properties to do improvements, totaling $500 -$600. Total grant was $1500.
#7 PNA wrote two letters: a) City Council / City Manager's Office about our priorities b) City Mgr office about status of PN issues. Her response was: "will get back to you."
Peter spoke at City Council about Virginia Ave Park plan.
Correspondence:
a) J.C's call for nomination to offer distinguished service award
b) Shell Oil Co. PR about MBTE clean up.
c)City Human Services has computers to donation to non-profits. Peter asked the City for their old computers, over a year ago and was turned down. PNA will ask for 10 computers, and offer them as a door prize @ the Assembly, to 10 deserving
youths. Matt Millen suggested we use HUD guide lines to qualify for computers.
# 6 Ric R. Suggested PNA to take action against City Council, Commissioners, City Staff & persons holding public office, and challenge their right to authority via a process called Administrative Law. Board urges Ric to proceed with this process on his own. PNA has no concrete information to make any decision.
# 2 Agenda/Minuets m/s/p Matt M-Joe W, Yes. 6
# 5 Assembly. Our topic will be 'political future', as district elections or VERITAS will be a hot issue this fall. We will provide a debate or forum for both sides to make the case as it would apply to the PN. Perhaps Mayor Feinstein and DeSantis or Zivi would be the participants. Free lunch and org business to be other items. Outline duties @ next Bd meeting in March.
# 6 Reps give their reports.. College: Prop U on March ballot, Parking structure opens in April
# 8 City Grants might be reopen we need to check for dates. Lawsuit hearing is on 2/04/02, Terry Friedman-Judge, result in 20 days.

# 3. Bal. $2978.39 Payments: $25.00 Grad Night Debts: Cleo (gardener) owe him $600.00 for
Grafitti Project, however, PNA will pay him as he does the job, with receipts. Nothing due on PO Box paid until June 2002 . State may need refile of corporate reporting - $20.
Peter will apply for City Grant.
No new members.
Web 223 visits in 21 days or 10 to 11 a day. Mirror gave us free link along with the Gazette. web fees paid.
#4. Lawsuit conclusion: Judge Terry Freedman ruled in favor of College on all issues. Currently the city's MEA in question, as Traffic is often understudied by 50 %.
#5. Discussion on recent gunshot activity. Opinions expressed on reaction and possible actions. Issue of Police presence and increased police presence was most discussed and had most disagreement
#6. Cleo Eson. Beautification progress: Cleo flakes, job not done yet....recommendation: write a letter to Eson, and fine a new gardener.
#7. Assembly: No progress. Theme: Political Future of Neighborhood. Stage a debate on the VERITAS issue - Pro/Con, plus questions & answer session. Grant & June date to be secured first. Set sights on a June Newsletter. Logistics and duty list will be made. To start: Cece will contact Julie Rusk & ask for 10 Computers to use as door prizes.

#9. One neighbor complaint about The Manor / Clyde asked city
regarding new intersection configuration at Pico/Cloverfield / Rik R wants to write letters to Court and Council regarding College and Fluoride m/s/p Clyde/Joe B. 7-Yes, 1-no, 1-abstain.

The PNA Announces it's 2nd Annual Scholarship Essay contest. Through hard work, community support, and accessibility to resources we believe that all children can accomplish goals and continue on to higher education.

The PNA will reward one graduating high school senior $500 for the furtherance of their studies. more


Pico Neighborhood Association is working to improve your mobility within Santa Monica. The City of Santa Monica’s “Know Before You Go” program provides weekly updates of City and permitted utility projects within the City’s streets, sidewalks, parks, and other public space that are expected to impact the public for more than one day.
