Agenda rearranged to accommadate guests:
Tom Donner from SMC, update on 16th St. property.... Offered
to forward any constructive concept to UC Regents (controlling
party) to OK. Also gave presentation on Campus renovation
plan. PNA suggestions included College attention to commercial
nature of Pico and replacement of tennis courts on campus
site.
Chief Butts, Sgt Guido, Sgt Vega, Sgt Fabrega, Officers
Robert Bill Sanchez, Bobby Viegas and Iso Han. Discussion
on addressing crime in the Pico Neighborhood particularly
violent incidents that involve gunfire. Police explained
their deployment and social approach. PNA members expressed
frustration at the lack of success in addressing the repetition
of violent incidents. All agreed levels were unacceptable.
PNA members suggested: Sharing addresses of calls for
service, consequences (including eviction and restraining
orders) for illegal discharge of weapons, helicopter usage
not be considered as replacement for foot patrols and
Project 365 be considered for next summer. All agreed
to continue the dialog and expand on ideas for action.
Council Candidate Josefina Aranda introducted herself
to the Board and talked about herself and her platform.
PNA will participated in the Culturals in the Park Festival.

#6 Proposal: 140 Luxury units to be built @ Stewart &
Colorado - 37 studios, 91/1 bedroom, 12/2 bedroom, no
low income. Density not established for LMZ. Scope of
project to be determined. Project people wanted to speak
to PNA so we could start a dialogue. Since project is
vague Matt suggested PNA to put our questions together
for future discussion.
#8 OPCO presentation on the Master Environmental Analysis
(MEA). PNA will join other neighborhood groups with the
request to the Planning Commission to deny audience of
any project till the MEA is updated. OPCO presentation
of View Preservation idea. PNA suggested Zoning Administrator
& ARB be asked to develop and adopt view preservation
as criteria for review for projects. m/s/p Peter/Wes:

#7 Eddie's Liquor: Henry Wong listened to our concerns
and will look to improve (with us) the following items:
drinking and loitering, landscaping, signage, and paint
. PNA will approach the Bus Co about design and placement
of the bus stop on Pico east of 20th St.
#9 Don suggested we look for a specific neighborhood improvement
project to undertake for Project 365. Parkway
dumping of furniture is a good candidate. No action taken.
PNA appoint Wes Terry, new rep, on CCSM board as Joe
Weichman has resigned m/s/p Matt/ Cece: 8 Yes.
#2 Minutes & Agenda approved: m/s/p Savalas/Peter
7 Yes.
#4 Financials: same as last month minus $10.39 for info
material handed out at Cultures in the Park Festival.
Agendize membership drive for next month. 10 to 12 visits
a day on website
#5 PNA will sponsor 2 Clubs: SAMO Pet Adoption Club at
monthly booth at the Pico Farmers Mkt. The High School
Wrestling Club will hold a clinic in Virginia Park. Planting
time is coming and time to commence on signed-up properties.
Our efforts should be worked into some press coverage

4. 1331-1333 Pico Blvd Development presentation - 4 story,
39 senior units. 25 senior mod income, 14 mod income.
No variance or discretion permits sought. PNA comments
included 1) concern of small amount of commercial sq ft
2) appropriateness and use of porches on Pico 3) nice
architectural style. Developer offered the Googie style
gas pump island cover that is present on site as gift
to neighborhood or city if desired.

income senor units at 19th & Broadway, present site
of Castle Sign Co. BCD zoning applies. No variances sought.
Subdivision is a discretion permit. Similar architecture
to 1331 Pico. PNA comments: concern of small amount of
commercial sq ft.
Overall PNA reaction to both projects: intent of projects
and use further PNA agenda of developing ownership housing
and senior housing. Other concerns as stated above.
5. Project at Olympic Blvd/20th St - report from Clyde
and Jim. Project is stalled.
6. Gas Company construction on Delaware Ave and 17th Street
- Jim will send a letter to the CM and Utility Co. asking
for status report.
7. 76 Service Station Alcohol application - application
appears to have changed and our alcohol related concerns
mitigated. Email will be sent to the Plan Com to confirm
and reiterate our position of opposing alcohol sales.
8. Financial report, Membership drive(s), Web site update
- Bank statement $3769.52, participation of the MLK Day
events (msp, Clyde/Peter, unan) can be used as a membership
gathering opportunity. No new members or renewals. Web
still getting 38 visits a day. November saw lots of visits
to our candidates forum page.
9. Grant application - discussion on prlim app. Additions
to be made in categories of school club sponsorship and
mailings. Application to be completed by Peter and Don
by year end.
10. School Club Sponsorship - Pet Adoption Club now has
other plans. SAMO Wrestling will hold a demonstration
and clinic in the PAL gym on Dec 17. Cost is roughly:
$75 for flyers, $100 for food, $200 donation to club scholarship
fund.
11. Rep reports from outside committees:
Neighborhood Council (Clyde,Don) - 1) view presentation
idea will be presented to ARB and Plan Com 2) neighborhood
membership outreach campaign idea might be funded by city
3) MEA concepts on hold 4) LaVerne picked to be PNA rep
to new Civic Center meetings 5) Jim picked to rep PNA

12. Letters, correspondences, public statements - Resident
from Delaware Courts presented a long list of problems
with CCSM and construction. Board members expressed need
for corroboration and offered better avenues to address
concerns.

your mobility within Santa Monica. The
City of Santa Monicas Know Before You
Go program provides weekly updates
of City and permitted utility projects within the
Citys streets, sidewalks, parks, and other
public space that are expected to impact the public
for more than one day. |

Neighborhood Arts
and Culture
| The
Pico Neighborhood mural (by artist Ann Elizabeth
Thiermann) at the Stewart Street underpass of the
Santa Monica Freeway is listed on Murals of LA web
site. The mural shows the neighborhood's struggle
to remain unified on both sides of the freeway.
